Author: Chip Winslow On Sunday, September 21st, the following ammendments to the Declaration were passed by majority vote of unit owners.
Delete Paragraph B of Article I of the Bylaws and replace it with the following Paragraph:
B. Term. Each member of the Board of Directors shall serve for a three-year period. Immediately after the passage of this Amendment, the Board of Directors shall decide among itself which of the three Directors shall serve the remainder of the current Directors’ terms as one-, two- and three-year terms. Thereafter, at the expiration of the term of office of each Director, the Director’s successor shall be elected to serve a term of three (3) years. Each Director shall hold office until his successor has been elected.
Add the following paragraph to the end of Article I of the Bylaws:
G. Compensation. As compensation for acting on the Board of Directors, the Association shall waive the monthly Common Area assessment for the Unit in which the Board member lives for each month the Directors remains on the Board of Directors. Each Board member shall pay his or her portion of any special assessments. No Director shall receive compensation unless the Director shall have as the Director’s primary residence a Unit at Windsor Meadows.

Author: Chip Winslow As of August 31st, 2005, management of Windsor Meadows will transition from Sentry Management to the Board of Directors. August 1st condo fees should be sent to Sentry Management. September 1st condo fees should be sent to the Board. The address for the Board is WMC, P.O. Box 270, Epping, NH 03042. Author: Chip Winslow Update to the ongoing fire investigation. Jewett Construction has been working with the State Fire Marshal and has agreed to replace all hot water heaters within phase III. Ganite Group will supply the hot water heaters and Swain will supply the labor. In addition, Jewett will be hiring a third party engineer to review the construction of the water heaters/furnances/fireplaces, gas lines, and venting. Gary Raymond of Brentwood Fire, Bill Clark of NH Fire Marhsal's office, Craig Jewett, Rick Swain, and the engineer are expected to tour select units within phase III tomorrow 6/30/05. Author: Chip Winslow The New Hampshire State Fire Marshal's office has opened an investigation into three water heater fires within phase III. The marshal along with the Brentwood Fire Department inspected and photographed basement areas in #13, 15, and 18.
They also checked a unit in phase I & II to verified there was significant differences in systems and time periods to conclude that those phases of the project were not in any similar danger. The following is pasted from an e-mail from Gary Raymond, Brentwood Fire Department "POSSIBLE causes of this problem COULD be from - 1. gas / temperature valve located on the water heater defective; 2. inadequate make up air for proper combustion; 3. chimney vents; 4. fireplace applications. IT IS MUCH TO EARLY IN THIS INVESTIGATION TO BE CONCLUSIVE IN THIS INFORMATION AND ALL OPTIONS AND CONSIDERATIONS ARE OPEN. HOWEVER, DUE TO THE POTENTIAL FOR A FIRE AND/OR CARBON MONOXIDE POISONING FOR 23 UNITS, A WARNING MUST BE ALERTED TO ALL OCCUPANTS OF PHASE III. In the meantime, the following information should be distributed amongst ALL units: 1. The Fire department strongly recommends the installation of at least a carbon monoxide detector for every level of the home. There should be at least one combination "gas - CO detector" for the first floor. 2. EVERY fire MUST be reported even if it is believed to be extinguished. Call 911 for any emergency.
3. Contact Gary Raymond at 944-1680 if you have had any fire at your unit in the past few years.
4. Always be prepared; Plan and practice fire drills from every room in your home. Have a family meeting place outside. The following information must be distributed to all units in Phase III:
1. Visually check your water heater on a daily basis for signs of soot or smoke.
2. Be aware of the signs for carbon monoxide poisoning and have yourself checked for any lingering symptoms.
3. Keep fresh air circulating through open windows as much as possible.
4. Call 911 for any fires, odors or sudden illness of one or more family members." Please note the we use propane (lp) gas which is heavier than air. Any gas detector should be mounted appx. 1 foot from the floor and installed according to manufacters instructions. Author: Chip Winslow At the annual meeting, a number of questions were raised around the number of Board Members at WMC. It was agreed to run this by our attorney. I post his reply below.
"The Association can amend the Bylaws to reflect any number of directors it wishes. I would suggest it be amended with language to keep the number an odd one, otherwise you are setting the Board up for gridlock. I would not suggest the Association amend the Bylaws to reflect a floating Board of either three or five members. Continuity is the rule in condominium associations. It is difficult to obtain continuity if the size of the Board varies each year.
There is a further problem in that the Windsor Meadows documents allow only for one-year terms on the Board. This is never a good idea since there could be complete turnover from year-to-year, leaving the new Board with no continuity and no idea of what has occurred in the past other than the (sparse) minutes of Board meetings.
To address the Association’s concerns, I suggest the Bylaws be amended to allow for a five person Board of Directors. Each term should be for three years, and the terms should be staggered, i.e. the first year there are elections for a one-year term, two two-year terms, and two three-year terms. Thereafter each person is elected for a three-year term.
If there are insufficient people to run for the Board, then go pound on doors. There is no liability if the documents require a five member Board but there are only three members wiling to run. You do the best you can with what you have." Author: Chip Winslow The first meeting of the newly elected Board was held last night. We are pleased to annouce officer titles. Tom King will transition to Treasurer, Cathy Cilley was elected Clerk of the Association, and Chip Winslow will transition to President. We look forward to the next year and thank you for your support. Author: Chip Winslow This evening at the annual meeting, we had 32 voting unit owners either present or through a proxy. The newly elected Board is comprised of Tom King, Chip Winslow, and Cathy Cilley. Over the next week, the prior and newly elected Board will meet to transition and officer titles assigned. Author: Chip Winslow The Board of Directors of Windsor Meadows Condominium Association hereby announces that the 2004 Annual Owners’ Meeting will be held on Wednesday evening, May 18, 2005, at 7:00 PM. The meeting will be held at the Grace Ministries Church (across from Bessy’s on RT 125) Brentwood NH 03833. As always this meeting will be open to input and questions from unit owners concerning any aspect of Windsor Meadows. There will be openings on the Board of Directors for this year. If you will not be able to attend the annual meeting in person, you are urged to exercise your vote by appointing a proxy to represent you at the meeting. You may appoint one of the board members or another unit owner to represent you. Please complete the a proxy form and return it to Sentry Management. In accordance with the condominium documents, a quorum of at least 50% (30 unit owners) of the units must be represented to hold the Annual Meeting. The Board of Directors stresses the importance of
reaching a quorum at the annual meeting and strongly encourages all unit owners to attend. Please remember that as a unit owner at Windsor Meadows, your condominium fees must be current in order to place a vote at the annual meeting. Your presence will automatically void your proxy. Please note that the Board of Directors will be raffling, at the close of the annual meeting, one month of free condominium fees to a winning unit owner. All owners who attend or mail in a proxy are eligible for the raffle. The owner will be able to utilize their winnings for the month of July 2005. These restrictions are outlined in your Rules and Regulations, available using the link in the left hand tool bar. Board members have received numerous complaints and have notice themselves a number of vehicles in violation of the street parking ban. This ban is not only a rule established by the Board of Directors, but also mandated by the Town of Brentwood Fire Department. The Board will be strictly enforcing this restriction. First time offenders will receive an orange violation sticker placed on the vehicle window. The make, model, and plate will be recorded and shared with all Board members. Any subsequent violation will result in a tow of the vehicle at the owner's expense. The Board strongly would like to avoid any and all towing and requests your cooperation with this restriction. Author: Chip Winslow The Board is pleased to announce it has locked our landscaping and snow removal contractors for the next three seasons. This was in response to a significant jump in the landscaping contract obtained by Sentry Management ($32,000) for next summer which was re-negotiated to a much lower rate ($23,500) by the Board working directly with the landscaping contractor. Locking in these two expenses significantly improves the Board's ability to manage the condominium fee. The only change unit owner's should notice next year is that the landscaping contractor will not be providing mulch services for any back yard (limited common area) unit owner garden. This will be the responsibility of the unit owner. The landscaper will continue to mulch the front of units and common area gardens. Author: Chip Winslow The condominium amendment regarding town trash pickup was overwhelmingly approved at the special meeting held on December 5th. The amendment was executed by the board this week and will be filed with the Rockingham County Registry of Deeds. The amendment is published to this site under the "Condo Docs" link found in the green frame to your left. Author: Chip Winslow New fee increases were communicated to unit owner's in attendance at the special meeting held on December 5th. The 2005 condominium fee will increase $5.00 to $185.00. This increased amount should be sent for the fee due January 1st. New coupon books began arriving this week from our bank. Reminder that the monthly condominium fee may be paid through this web site with your credit card or checking account using the "Pay Dues" link found in the green frame to the left.
