What are the town trash and recycling rules?

The rules are as follows:

Trash

  1. Rubbish and recycling must be placed on the roadway at the end of each home’s driveway.
  2. All rubbish will be bagged or bundled, or put in suitable containers. Even trash placed in suitable containers must be bagged.

Commingled containers (Glass, Plastic & Cans):

  1. Remove all caps from bottles
  2. Put plastic caps in the trash
  3. Put metal caps with commingled
  4. Crush plastic bottles (so that they won't blow away, and because it makes compacting more efficient)
  5. It's okay not to crush metal cans
  6. Plastics--CHECK THE LABEL AND ONLY INCLUDE THOSE MARKED #1 AND #2 INSIDE THE RECYCLING TRIANGLE (These are PETE and HDPE plastics and are generally used for soda, milk, some shampoo, & others). All other plastic containers go in the trash until somebody smart figures out how to recycle them.
  7. Rinse Everything BEFORE PUTTING IT INTO RECYCLING

Paper:

  1. PAPER FOR RECYCLING MUST BE CLEAN AND DRY
  2. BUNDLE PAPER IN PAPER BAGS, OR TIE IT UP WITH NON-PLASTIC TWINE
  3. BETTER NOT TO PUT PAPER OUT IN PLASTIC BAGS (the bags will be left behind, and may blow around)
  4. CARDBOARD SHOULD NOT BE PUT OUT IN PIECES LARGER THAN 2X2 FEET

Unless there is massive outcry from the townspeople, we will not be collecting any material at the old recycling center behind the town shed until further notice.

Bulky items will be picked up at the curbside. The contract stipulates that Hussey won't pick up anything longer than four feet, heavier than 70 pounds, or too unwieldy for more than one man to handle. In reality, he would be happy to take care of these things for you, but he would like you to call in advance to alert him so that he can make the necessary arrangements. Please be sure that bulky items are dry when they are picked up--tipping fees are by weight, and the men's backs are also a consideration.

White goods, i.e., household appliances, will be picked up once a year and will require a sticker from the Selectmen's office.

Mr. Hussey will not be able to pick up any yard waste, including grass clippings, brush etc.

What is the condominium fee, when is it due and where is it sent?

The monthly fee of $185.00 is due and payable on the first of every month and are late if not received by the tenth, there will be an additional charge of $10.00.  Payment can be sent to:

When are the Association meetings?

The Board of Directors will meet quarterly.  The annual meeting is held in May which you will be notified to times and dates prior to the meeting.  If you would be interested in attending a meeting, please call 603-686-5404 to verify the time, date and location.

What are the approved specifications for building a deck gate?

The deck gate must be built to 34" tall and 42 3/4" wide.  Balusters must be 5 3/4" outside center apart with a 60 degree cut at bottom.  You will need the following materials:

  • Pressure-treated 2x4
  • Pressure-treated 2x2 balusters (60 degree cut at bottom)
  • Deck Mate Evercote deck screws (2 1/2" for 2x4 to 2x4, and 2" for attaching balusters)
  • Stanley #81-4030, Slide Action Bolt gate latch (black coated)
  • Two National #n223-867, 3 1/2" Heavy Duty gate hinges (attached with 7 stainless steel 1/4" x 3/4" screws each)

What are the requirements for renting out my unit?

  • Per the Declaration of Condominium, no unit shall be rented for a term of less than one year and all rental shall be first approved by the Board of Directors; in no event shall the number of rental units allowed by the Board of Directors exceeded 40% of the total declared units.
  • Per the Declaration of Condominium, Appendix A, the Unit Owner shall notify the Clerk of the Board of Directors, in writing, of any such rental and include in that notice the names of the tenants and the period of the tenancy.  The failure of any Unit Owner to so notify the Board of Directors of any rental or tenancy shall result in a fine of Fifteen ($15.00) Dollars which shall constitute a special assessment against that Unit.
  • Per the Declaration of Condominium, First Amendment, no unit subject to a loan guaranteed or made by the Department of Veterans Affairs (the VA) of the United States or which is owned by the Veterans Administration shall be subject to the leasing restrictions requiring Board of Director Approval or limiting the right to lease based upon a percentage of leased units.

What are the requirements for selling my unit?

Per the Declaration of Condominium, Appendix A, the Unit Owner shall notify the Clerk of the Board of Directors within ten (10) days prior to a sale.  The failure of any Unit Owner to so notify the Board of Directors within (10) days prior to a sale shall result in a fine of Fifty ($50.00) Dollars which shall constitute a special assessment against the Unit.

What are the voting requirements to pass a decision with Unit Owners?

Per the By-Laws Article II B, the presence, whether by proxy or personal attendance, at any meeting of Unit Owners whose percentage interests total more than fifty (50%) percent shall constitute a quorum. Unless otherwise provided in the Declaration, any action may be taken at any meeting of the Association of Owners upon the affirmative vote of a majority of the percentage interests of the Unit Owners present.  Per R.S.A 356-B:34, decisions to amend the Declaration of Condominium or By-Laws require the approval of two-thirds (2/3) of Unit Owners.  Exceptions that require 100% agreement of both Unit Owners and mortgage liens are:

  • Change in share of the Common Area
  • Change in the Condominium insurance coverage 
  • Change in actions related to a fire or other casualty 
  • Change that discriminates a single unit, group of units, or class; i.e. all renters, all pet owners, etc.

What does the Association insurance cover, and should I also purchase my own policy?

In short.....YES!!! Each homeowner should maintain their own condominium homeowner policy.

The Association maintains insurance for all perils (other than floods and other losses specifically excluded by our policies) on just the portion of the buildings that are Common Elements. Examples of insured Common Elements include but are not limited to items such as:

  • Building foundations
  • Most studwork (i.e., 2 x 4s)
  • Exterior plywood and/or OSB sheathing
  • Roofing
  • Vinyl siding, gutters, leaders
  • Most exterior trim

Each homeowner should purchase an HO6 type policy to cover those elements of the buildings that are defined as part of the unit (i.e., the homeowner's property). Examples of items that should be insured under the homeowner's policy include but are not limited to:

  • All interior sheetrock
  • All sub-flooring and flooring
  • All windows and doors (both interior and exterior)
  • All interior trim
  • All tilework and wall coverings
  • All kitchen and bathroom cabinets and fixtures
  • All electrical, telecom and cable TV components
  • All plumbing components
  • All appliances, HVAC components and insulation

For a complete description of the components of the Unit (i.e., those components that should be insured under the homeowner's own policy), please refer to the boundaries definition of the Unit found in the Condominium Documents. Please share that definition with your insurance professional when discussing appropriate insurance coverage amounts for your policy. 

The homeowner's insurance policy should also cover their personal property stored within the unit, as well as general homeowner's liability coverage, and special condominium homeowner coverages.

Where can I get a copy of the Association's Master Insurance Policy (a.k.a. Certificate of Insurance)?

All insurance related requests should be addressed to our insurance broker, D.B. Warlick Insurance. You may contact them by telephone at 603-964-6065. Ask them for Certificate of Insurance, and tell them that the name of the insured is Windsor Meadows Condominiums. Typical turn-around time is 24 to 48 hours.

I am refinancing our unit. My banker needs a Condo Questionnaire and/or certificate of account status completed by an officer of manager of the Association. How can I get this filled out?

Have your banker mail such requests to the Association at the Windsor Meadows Board of Directors, 30 Abbey Rd, Brentwood, NH 03833, or have them call the office at 603-686-5404 for instructions on how to get a copy of the Condo Questionnaire or other requests to the Association. Once received, typical turn-around time for these types of requests is 24 to 48 hours.

I want to install a satellite dish, screen door, attic fan, or I want to paint my front door a different color, or make other changes to the exterior of my unit. May I do it?

The Association must approve any modification to the exterior of the unit in writing, even if that exterior component is actually part of the unit itself. If you want to install something, or otherwise make a change to anything outside of the unit or to an exterior component of the unit, you must request permission to do so in writing. Please mail any such requests to the office at 30 Abbey Rd, Brentwood, NH 03833. The Association has 45 days from the receipt of your request to reply.

You may install the approved storm door without any further approval, provided the door is the Full View with almond trim.  This door is available and installed by Binswanger Glass Company in Brentwood, 603-642-4006.  Ask to see/speak with either Dennis or Debbie and they will direct you to the approved door.

My window is broken, or my front door is damaged. Who is responsible for repairing it?

All windows and doors are part of the unit. Accordingly it is the unit owner’s responsibility to maintain or repair them – please refer to the Condominium Documents for a complete definition of the Unit. Although the Association does not own these items, they can restrict the colors in which these exterior unit components can be painted. Additionally, the Association will attempt to repaint all front doors and exposed wooden trim every five years as a courtesy to all homeowners, and to keep the exterior colors uniform. Should you need your door or trim painted sooner than that, please contact the Association for the approved paints and paint colors.

I would like to fix a scrape on my door or need to stain a replacement board on my deck.  What are the paint colors used?

The deck stain is Sikken's Cetol® SRD Teak #085.  It features a translucent finish, one coat application, easy maintenance, UV protection, and is water repellent.
